Why Waterkloof certificates need planning

Waterkloof has many large, older stands with long boundary walls and mature gardens. A fence on a property like that may have been put up in stages, extended along a side wall or partly replaced after a storm. Each of those changes matters, because the certificate has to reflect the fence as it is now, not as it was first installed.

Long fences also have more insulators, joints and corners to inspect, so the inspection itself can take longer. The Waterkloof area page describes the suburb.

When the certificate is required

Under Regulation 12 of the Electrical Machinery Regulations, 2011, made under the Occupational Health and Safety Act, enforced since 1 October 2012, a new, repaired, re-installed, restrung, extended or upgraded electric fence must comply with SANS 10222-3, and the user or lessor must hold a valid Electric Fence System Certificate of Compliance (ECA(SA)).

A sale is the other common trigger. Both the electrical Certificate of Compliance and the electric fence certificate must be lodged with the conveyancing attorney before transfer (ECA(SA); Property24). On a large property, start this early rather than in the week before transfer.

Who can issue a Waterkloof certificate

Only a registered Electric Fence System Installer (EFSI), registered with the Department of Labour, may issue the certificate (ECA(SA)). The document is titled Electric Fence System Certificate of Compliance and is issued in terms of regulation 12(4) and 13(1) of the Electrical Machinery Regulations, 2011 (Department of Labour form). Ask to see proof of registration before booking the inspection.

What gets checked on a long perimeter

SANS 10222-3 sets detailed requirements, for example for warning signs and energizer output, and the registered installer inspects against them. On a large Waterkloof property, expect attention to:

  • Whether the energizer is suited to the full length of fence it feeds.
  • Every zone, including side and back walls that are hard to reach behind trees.
  • Sections added at different times, and whether they match the rest of the system.
  • Earthing along the run, not only at the energizer.
  • Signage along each stretch of boundary.

Defects and remedial work

If the fence does not comply, the installer should give you a list of the defects and a quote for the remedial work. Typical findings on older, longer fences include worn insulators, growth on the line and sections that were added without matching hardware. Once the work is done and the fence passes, the certificate is issued. The fixes may fall under electric fence repairs or, if the layout changes, electric fence upgrades.

What insurers have said

A legal and compliance manager at MUA Insurance Acceptances, quoted by Property24, said a non-compliant electric fence puts the homeowner at risk of a rejected claim and of legal liability for injuries, including to trespassers, and that liability claims arising from non-compliance are excluded from cover. The same article notes that where a fence installed by an unregistered installer has to be fixed or replaced after damage, the claim can be rejected for defective workmanship. Your own policy wording is what counts, so check it with your insurer or broker.

Selling a Waterkloof home

A practical order of work for sellers:

  • Speak to the conveyancer as soon as an offer looks likely, and mention the fence.
  • Look for an existing certificate and any sketch of the zones.
  • Book the fence inspection early, since a long perimeter may need remedial work.
  • Arrange the electrical CoC for the house wiring as a separate job (Eskom procedure, section 5.3).

Frequently asked questions

My fence was extended years ago. Is the old certificate still enough?

An extended fence must comply and be covered by a valid certificate. If the old certificate does not reflect the extension, ask a registered installer to inspect the whole fence.

Why might a long fence take longer to certify?

There are more zones, joints and insulators to inspect, and remedial work is more likely on older sections.

Can I get the certificate after the sale has started?

Yes, but transfer needs it lodged with the conveyancer. Starting early leaves time for any repairs.
